Fogged windows look bad, but most of us don't think of them from an economic standpoint. The reason insulated glass has became a standard on new homes in the last 20 years is because they provide a barrier from the outside elements. Electric bills are not what they once were and part of those savings come from the type of window glass most of us have now.
If you put your hand on a single pane window glass in an older home it's going to be cold in the winter and hot in the summer. An insulated glass has two panes of glass with air in between. They are sealed together to reduce the heat and cold coming in and out of the home. The seal will last about 10 years and then start to break down. Once the seal has broken moisture, heat, and cold can come into the glass. Having a broken seal defeats the purpose of having an insulated glass, because the energy efficiency of the glass is gone.
